GERMAN AL QAEDA CELL SENTENCED
On 01/23/2005 the German Karlsruhe police arrested two people, one in Mainz, Ibrahim Mohamed Khalil, and Yasser Abu Shaweesh in Bonn, for suspicions that they tried to form an Al Qaeda cell in Germany. A third suspect, Yasser Abu Shaweesh’s brother, Ismail Abu Shaweesh, was arrested in Bonn later in 05/2005. The arrests follow sweeps across Germany in which nearly two dozen alleged Islamic extremists were detained, homes searched and evidence seized.

Ibrahim Mohamed Khalil, a student and a German citizen, was born in Syria in 1975. He traveled twice to Afghanistan, prior to The 9/11, to participate in Al Qaeda’s training. During and after operation “Absolute Justice” in 12/2001 in Afghanistan he stayed, for about a year, to fight the Americans there. Ibrahim Mohamed Khalil knew and met personally with Osama Bin Laden and Ramzi Binalshibh in Afghanistan. He offered himself to commit a suicide attack against the USA army but was ordered to return to Germany in order to form an Al Qaeda cell. He returned to Germany in 09/2002.

In Germany Ibrahim Mohamed Khalil recruited Yasser Abu Shaweesh, a Palestinian, born in Libya in 1973, without citizenship that used Libyan travel passport and lived in Bonn. They raised money for Islamic militants in Iraq and Yasser Abu Shaweesh volunteered to go to Iraq and committ a suicide attack. A life insurance policy was taken out for Yasser Abu Shaweesh, with his brother Ismail Abu Shaweesh, born in 1977, as beneficiary, with the intention to cover up the suicide attack in Iraq by faking his death in a traffic accident.
Ibrahim Mohamed Khalil, and Yasser Abu Shaweesh bought 10 life insurance policies worth at least 1.3 million euros ($1.7 million) and planned to collect about 800,000 Euro ($1 million) life insurance policy for further terror activity with Al Qaeda.
Yasser Mohamed Ismail Abu Shaweesh was listed on 12/06/2005 pursuant to paragraphs 1 and 2 of resolution 1617 (2005) as being associated with Al Qaeda Osama bBn Laden or the Taliban for “participating in the financing, planning, facilitating, preparing or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf, or in support of” Al Qaeda.
On 12/05/2007 Ibrahim Mohamed Khalil, and Yasser Abu Shaweesh were convicted in Dusseldorf of membership in a terrorist organization and multiple counts of fraud. Ismail Abu Shaweesh was convicted of the lesser charge of supporting a terrorist organization and fraud. Ibrahim Mohamed Khalil was sentenced to 7 years imprisonment, Yasser Abu Shaweesh was sentenced to 6 years in Jail and his younger brother, Ismail Abu Shaweesh, was sentenced to 3 years behind bars.
The Karlsruhe cell, except raising a small amount of money for Islamic terror, failed in committing any harm.
