The 21st Century Phenomenon



* Nur-Pashi  Kulayev was born in 1980 in a small village of Engenoi in Chechnya and worked as a carpenter. In 2004, probably as result of the second Chechen war which breached out in 1999, Nur-Pashi  Kulayev moved to neighbor Ingushetia and was unemployed. He is the younger brother of Han-Pashi  Kulayev. In 12/2001 his older brother, Han-Pashi  Kulayev, came to live in his vicinity after being granted amnesty form the Russian authority.

Han-Pashi  Kulayev served in the Russian Red Army in 1989-91. He fought in the Chechen ranks in the first Chechen war in the years 1994-96 and rejoined Shamil Basayev Militia in the second Chechen war, part of the time as one of Shamil Basayev’s bodyguard.

In 08/2001 Han-Pashi  Kulayev was shot in his right arm during a confrontation with a RUSSIAN Army patrol and lost his right hand. Han-Pashi  Kulayev was in Russian jail for four months and was convicted as a Chechen outlaw militant. For an unknown reason Han-Pashi  Kulayev was granted amnesty form the Russian authority and moved, on 12/18/2001, to live in his brother Nur-Pashi Kulayev vicinity in Ingushetia.

It is assumed that Han-Pashi  Kulayev kept connection with Shamil Basayev.  He agreed to take part in the Beslan Horror and even recruited his younger brother  Nur-Pashi Kulayev to join the attack. Han-Pashi  Kulayev was killed in the inferno of the Beslan Horror showdown on 09/03/2004.

Nur-Pashi Kulayev was a member of the force that took over the elementary school no. 1 in Beslan on 09/01/2004. His role was to remain outside the school compound and to inform, with a cell phone, to the Chechen hostage takers inside the school about any military possible preparations to storm school no. 1. Nur-Pashi Kulayev was caught after he was traced by electronic surveillance equipment by the RUSSIAN Security service – FSB.

In his interrogation Nur-Pashi Kulayev confirmed that the Chechen assault team was sent by Shamil Basayev and his political sponsor Aslan Maskhadov. A part of his confession was broadcasted on the RUSSIAN TV on 09/06/2004. Nur-Pashi Kulayev claimed that he did not shoot any child, which is probably true since he was not inside the besieged school, but he was a full partner in committing the Beslan Horror. Nur-Pashi Kulayev helped the Russian police to identify the body of his brother Han-Pashi  Kulayev and the bodies of two others from his home village of Engenoi: Arsen Merzhoyev and Mayrbek Shaybekhanov, who also participated in the Beslan Horror.  

On 05/26/2006 Nur-Pashi Kulayev, the only one of the Chechen terrorists that committed the Beslan Horror to stand in trial, was sentenced, in North Ossetia, to life imprisonment.  

Summary ; 

Nur-Pashi Kulayev was a law rank terrorist who joined the Beslan attack without a background of former military or terror activity. It is possible that he could know about Shamil Basayev from the stories of his brother. Any knowledge of Nur-Pashi Kulayev about Aslan Maskhadov was only rumor and was put, probably, in his mouth by the Russian interrogators.
